The energy sector is the main contributor to GHG emissions in Saudi Arabia. The tremendous growth of GHG emissions poses serious challenges for the Kingdom in terms of their reduction targets, and also the mitigation of the associated climate changes. The rising trend of population and urbanization affects the energy demand, which results in a faster rate of increase in GHG emissions. The major energy sector sources that contribute to GHG emissions include the electricity generation, road transport, desalination plants, petroleum refining, petrochemical, cement, iron and steel, and fertilizer industries. In recent years, the energy sector has become the major source, accounting for more than 90% of national CO2 emissions. Although a substantial amount of research has been conducted on renewable energy resources, a sustainable shift from petroleum resources is yet to be achieved. Public awareness, access to energy-efficient technology, and the development and implementation of a legislative framework, energy pricing policies, and renewable and alternative energy policies are not mature enough to ensure a significant reduction in GHG emissions from the energy sector. An innovative and integrated solution that best serves the Kingdom's long-term needs and exploits potential indigenous, renewable, and alternative energy resources while maintaining its sustainable development stride is essential.

Policy relevance

The main contributor to GHG emissions in Saudi Arabia is the energy sector that accounts for more than 90% of the national CO2 emissions. Tremendous growth of GHG emissions poses serious challenges for the Kingdom in their reduction and mitigating the associated climate changes. This study examines the changing patterns of different activities associated with energy sector, the pertinent challenges, and the opportunities that promise reduction of GHG emissions while providing national energy and economic security. The importance of achieving timely, sustained, and increasing reductions in GHG emissions means that a combination of policies may be needed. This study points to the long-term importance of making near- and medium-term policy choices on a well-informed, strategic basis. This analytical paper is expected to provide useful information to the national policy makers and other decision makers. The focus of this study is on the preparatory detection of uncertain greenhouse gas (GHG) emission changes (also termed emission signals) under the Kyoto Protocol. Preparatory signal detection is a measure that should be taken prior to/during negotiation of the Protocol. It allows the ranking of countries under the Protocol according to their realized versus their agreed emission changes and in terms of both certainty and credibility. Controlling GHGs is affected by uncertainty and may be costly. Thus, knowing whether each nation is doing its part is in the public interest. At present, however, countries to the United Nations Framework Convention on Climate Change (UNFCCC) are obliged to include in the reporting of their annual inventories direct or alternative estimates of the uncertainty associated with these, consistent with the Intergovernmental Panel on Climate Change’s (IPCC) good practice guidance reports. As a consequence, inventory uncertainty is monitored, but not regulated, under the Kyoto Protocol. Although uncertainties are becoming increasingly available, monitored emissions and uncertainties are still dealt with separately. In our study we analyze estimates of both emission changes and uncertainties to advance the evaluation of countries and their performance under the Protocol. Our analysis allows supply and demand of emissions credits to be examined in consideration of uncertainty. 《巴黎协定》透明度后续实施细则对发展中国家温室气体清单时间序列一致性方面的要求显著增强。文中基于IPCC清单指南中对温室气体清单重算的要求,对作为我国国家自主贡献基年的2005年温室气体清单进行重算。由于增加了新的排放源或吸收汇、更新部分活动水平或排放因子数据以及采用了更新的方法学,重算后的2005年国家温室气体清单排放量(以CO2当量计,下同)为80.15亿t(不包括土地利用、土地利用变化和林业,即LULUCF),相比重算前增加了6.6%。能源领域对重算后总排放量上升影响最大,增加了4.26亿t,其中CO2增长主要来自第三次全国经济普查(三经普)对2005年化石燃料消费量的修订,甲烷(CH4)和氧化亚氮(N2O)排放上升主要原因是新增加了排放源。未来我国将更频繁地对以往清单年份开展重算,建议结合《巴黎协定》实施细则要求加强对我国温室气体清单时间序列一致性问题的研究,以更好地支撑国内应对气候变化决策分析,以及满足未来《巴黎协定》下的履约要求。  相似文献

An improvement of methods for the inventory of greenhouse gas (GHG) emissions is necessary to ensure effective control of commitments to emission reduction. The national inventory reports play an important role, but do not reflect specifics of regional processes of GHG emission and absorption for large-area countries. In this article, a GIS approach for the spatial inventory of GHG emissions in the energy sector, based on IPCC guidelines, official statistics on fuel consumption, and digital maps of the region under investigation, is presented. We include mathematical background for the spatial emission inventory of point, line and area sources, caused by fossil-fuel use for power and heat production, the residential sector, industrial and agricultural sectors, and transport. Methods for the spatial estimation of emissions from stationary and mobile sources, taking into account the specifics of fuel used and technological processes, are described. Using the developed GIS technology, the territorial distribution of GHG emissions, at the level of elementary grid cells 2 km?×?2 km for the territory of Western Ukraine, is obtained. Results of the spatial analysis are presented in the form of a geo-referenced database of emissions, and visualized as layers of digital maps. Uncertainty of inventory results is calculated using the Monte Carlo approach, and the sensitivity analysis results are described. The results achieved demonstrated that the relative uncertainties of emission estimates, for CO2 and for total emissions (in CO2 equivalent), depend largely on uncertainty in the statistical data and on uncertainty in fuels’ calorific values. The uncertainty of total emissions stays almost constant with the change of uncertainty of N2O emission coefficients, and correlates strongly with an improvement in knowledge about CH4 emission processes. The presented approach provides an opportunity to create a spatial cadastre of emissions, and to use this additional knowledge for the analysis and reduction of uncertainty. It enables us to identify territories with the highest emissions, and estimate an influence of uncertainty of the large emission sources on the uncertainty of total emissions. Ascribing emissions to the places where they actually occur helps to improve the inventory process and to reduce the overall uncertainty.  相似文献

Designing effective mitigation policies for greenhouse gas (GHG) emissions from agriculture requires understanding the mechanisms by which management practices affect emissions in different agroclimatic conditions. Agricultural GHG emissions and carbon sequestration potentials have been extensively studied in the Mediterranean biome, which is a biodiversity hot spot that is highly vulnerable to environmental changes. However, the absolute magnitude of GHG emissions and the extent to which research efforts match these emissions in each production system, are unknown. Here, we estimated GHG emissions and potential carbon sinks associated with crop and livestock production systems in the Mediterranean biome, covering 31 countries and assessing approximately 10,000 emission items. The results were then combined with a bibliometric assessment of 797 research publications to compare emissions estimates obtained with research efforts for each of the studied items. Although the magnitude of GHG emissions from crop production and the associated carbon sequestration potential (261 Tg CO2eq yr−1) were nearly half of those from livestock production (367 Tg CO2eq yr−1), mitigation research efforts were largely focused on the former. As a result, the relative research intensity, which relates the number of publications to the magnitude of emissions, is nearly one order of magnitude higher for crop production than for livestock production (2.6 and 0.4 papers Tg CO2eq−1, respectively). Moreover, this mismatch is even higher when crop and livestock types are studied separately, which indicates major research gaps associated with grassland and many strategic crop types, such as fruit tree orchards, fiber crops, roots and tubers. Most life cycle assessment studies do not consider carbon sequestration, although this single process has the highest magnitude in terms of annual CO2eq. In addition, these studies employ Tier 1 IPCC factors, which are not suited for use in Mediterranean environments. Our analytical results show that a strategic plan is required to extend on-site field GHG measurements to the Mediterranean biome. Such a plan needs to be cocreated among stakeholders and should be based on refocusing research efforts to GHG balance components that have been afforded less attention. In addition, the outcomes of Mediterranean field studies should be integrated into life cycle assessment-based carbon footprint analyses in order to avoid misleading conclusions.  相似文献

This study focusing on the climate equity debate in the context of GHG mitigation explores design of a framework that is based on the ‘common but differentiated responsibilities’ principle of the United Nations Framework Convention on Climate Change (UNFCCC). Besides incorporating the widely recognized differences among countries such as current and historic GHG emissions and capabilities, the framework also accounts for their relative vulnerabilities to climate change. The study argues that since climate change impacts are akin to global public bad, compensation, especially for the poorer nations who are also the worst victims of the climate change impacts, could be conceived in the form of greater share in the GHG emission rights. This, it is argued, would provide the much needed space to grow for the poorer countries and facilitate enhancement of their adaptive capacity to face climate and other threats. It is also argued that the framework results accord with one of the welfare principles, the Weak Equity Axiom (WEA) (Sen, A. K. (1973). On economic inequality. Delhi: Oxford University Press), and yield an equitable distribution of burden.

Policy relevance

The present study attempts to inform the equity debate in the international climate negotiations. The multi-criteria framework of the study suggests a means to incorporate various national attributes which could result in an equitable sharing of the GHG mitigation burden among countries. The study results highlight that impacts due to climate change could provide an important and equitable basis for burden sharing in the present and in future. The study also highlights the significance of scientific literature on climate change impact assessments in informing the future policy dialogue in the climate negotiations.  相似文献

In the first Kyoto commitment period Russia could be the major supplier for the greenhouse gases (GHG) emissions market. Potential Russian supply depends on the ability of Russia to keep GHG emissions lower than the Kyoto target. In the literature there is no common understanding of the total trading potential of Russia at the international carbon market. In this paper we focus on CO2 emission, which constituted nearly 80%of Russian GHG emission. We compare different projections of Russian CO2emission and analyze the most important factors, which predetermine the CO2emission growth. In a transition economy these factors are: Gross Domestic Product(GDP) dynamic, changes of GDP structure, innovation activity, transformation of export-import flows and response to the market signals. The input-output macroeconomic model with the two different input-output tables representing old and new production technologies has been applied for the analysis to simulate technological innovations and structural changes in the Russian economy during transition period. The Russian supply at the international GHG market without forest sector may be up to 3 billion metric ton of CO2 equivalent. Earlier actions to reduce CO2 emission are critical to insure theRussiansupply at the international carbon market. With regard to the current status of the Russian capital market, the forward trading with OECD countries is only the possibility to raise initial investments to roll no-regret and low-cost GHG reduction. Considerable progress has been made in Europe towards cutting GHG emissions during the last decade, but this achievement is partly due to the delocalization of manufacturing industries to emerging countries. Under the United Nations Framework Convention on Climate Change, the current emission accounting method is production-based and cannot fully capture this effect. The use of such a method is clearly unfavourable for emerging countries and could lead to difficulties in engaging them in climate policy negotiations. The consumption-based approach represents the other extreme in apportioning emission responsibilities. This article proposes the beneficiary-based shared responsibility approach, which outperforms previous methods in terms of scientific justification and political acceptability. Consumer countries benefit from enjoying the product itself, while producing countries benefit from the production process, which provides them with employment, government income, and company profit. Thus, emissions related to the material throughput used to produce exported products should be allocated to the final place of consumption. The income of production activities benefits the producer country, so emissions associated with these values should be allocated to them. The main reason for taking this accounting approach is that the responsibility for emissions and the benefits of enjoying a product should not be decoupled.  相似文献

Uncertainty analysis facilitates identification of the most important categories affecting greenhouse gas (GHG) inventory uncertainty and helps in prioritisation of the efforts needed for development of the inventory. This paper presents an uncertainty analysis of GHG emissions of all Kyoto sectors and gases for Finland consolidated with estimates of emissions/removals from LULUCF categories. In Finland, net GHG emissions in 2003 were around 69 Tg (±15 Tg) CO2 equivalents. The uncertainties in forest carbon sink estimates in 2003 were larger than in most other emission categories, but of the same order of magnitude as in carbon stock change estimates in other land use, land-use change and forestry (LULUCF) categories, and in N2O emissions from agricultural soils. Uncertainties in sink estimates of 1990 were lower, due to better availability of data. Results of this study indicate that inclusion of the forest carbon sink to GHG inventories reported to the UNFCCC increases uncertainties in net emissions notably. However, the decrease in precision is accompanied by an increase in the accuracy of the overall net GHG emissions due to improved completeness of the inventory. The results of this study can be utilised when planning future GHG mitigation protocols and emission trading schemes and when analysing environmental benefits of climate conventions.  相似文献

 摘 要:2007年5月4日,IPCC第三工作组在泰国曼谷发布了第四次评估报告《气候变化2007:减缓气候变化》的决策者摘要及主报告。报告综合评估了2001年以来有关减缓气候变化的最新研究成果,考察分析了中短期(2030年前)和长期(2030年后)温室气体的排放情景、减排潜力、成本范围,以及稳定大气温室气体(GHG)浓度水平的可能选择。报告总体认为,未来温室气体排放取决于发展路径的选择,现有各种技术手段和许多在2030年以前具有市场可行性的低碳和减排技术,将以较低的成本实现有效减排;在2030年以后将温室气体浓度稳定在较低水平的成本并不高,但需要国际合作,采取一致行动,并认为可持续发展与温室气体减排可以相互促进。  相似文献

IPCC第六次评估报告第三工作组报告交通运输章评估了该行业温室气体的减缓措施和转型路径。1990年以来,全球交通运输部门温室气体排放量一直增长,2019年已经成为全球第四大排放源,仅次于电力、工业以及农业、林业和其他土地利用(AFOLU)部门,其增长速度超过其他最终用途行业。报告强调了交通减排的重要性,主要的减排措施包括三方面:首先是减少需求,其次是对陆路交通部门进行脱碳,再次是对重型的水运和航空运输等进行脱碳。评估的多种燃料和动力技术处于不同的商业化水平,它们未来应用时间节点和规模各有不同。对于陆路交通来说,需要继续推进电气化;对于水运和航空来说需要进一步应用低碳技术,并优化国际管理机制;从中长期来看,所有部门都需要强调运输服务需求管理和运输效率的提升。情景相关的文献评述分析表明,全球温升目标要求全经济部门采取减排措施,特别是交通电气化的减排潜力在很大程度上取决于电力部门的脱碳。如果不采取减缓措施,交通运输部门排放在2050年可能增长65%(相对2010年);如果成功实施减缓战略,该部门的排放量将减少68%,这也与全球1.5℃温升目标要求相一致。关于这些减缓措施的分析和判断,对我国交通运输部门实现碳中和与碳达峰具有重要的参考意义。  相似文献

Total uncertainty in greenhouse gas (GHG) emissions changes over time due to “learning” and structural changes in GHG emissions. Understanding the uncertainty in GHG emissions over time is very important to better communicate uncertainty and to improve the setting of emission targets in the future. This is a diagnostic study divided into two parts. The first part analyses the historical change in the total uncertainty of CO2 emissions from stationary sources that the member states estimate annually in their national inventory reports. The second part presents examples of changes in total uncertainty due to structural changes in GHG emissions considering the GAINS (Greenhouse Gas and Air Pollution Interactions and Synergies) emissions scenarios that are consistent with the EU’s “20-20-20” targets. The estimates of total uncertainty for the year 2020 are made under assumptions that relative uncertainties of GHG emissions by sector do not change in time, and with possible future uncertainty reductions for non-CO2 emissions, which are characterized by high relative uncertainty. This diagnostic exercise shows that a driving factor of change in total uncertainty is increased knowledge of inventory processes in the past and prospective future. However, for individual countries and longer periods, structural changes in emissions could significantly influence the total uncertainty in relative terms.  相似文献

This article provides an overview of the recent modelling results on Russia's GHG emission trends, and reviews the success of mitigation policies in order to establish whether Russia's domestic target seems feasible. Various Russian GHG emission scenarios indicate that Russia's domestic target – emissions 25% below the 1990 level by 2020 – is not far from the business-as-usual emissions trajectory. In particular, two factors could deliver the required emissions reductions: the currently declining gross domestic product (GDP) growth and ongoing domestic mitigation policies. The former is more likely to secure the target level of emissions, because GDP growth has been contracting significantly in comparison to earlier forecasts of 3–5% annual growth, and this trend is expected to continue. The latter option – success with domestic mitigation measures – seems less likely, given the various meta-barriers to policy implementation, and the marginality of mitigation policies, problems with law-making processes, bureaucratic tradition, and informality of legislative and implementation systems.

Policy relevance

This article provides an assessment of the stringency of Russia's domestically set emissions limitation target by 2020 and the chances of Russia, the fourth largest GHG emitter in the world, achieving it. We base our assessment on a number of recent key sources that analyse Russia's GHG emission paths by applying socio-economic models, which have only been available in the Russian language prior to this publication. This knowledge is applicable for use by other negotiation parties to compare Russia's efforts to mitigate climate change to their own, and thus makes a contribution to facilitating a more equal burden-sharing of climate commitments under the future climate change agreement.  相似文献

Abstract

Fossil fuel combustion is the largest source of anthropogenic greenhouse gas (GHG) emissions. As a result of combustion, essentially all of the fuel carbon is emitted to the atmosphere as carbon dioxide (CO2), along with small amounts of methane and, in some cases, nitrous oxide. It has been axiomatic that reducing anthropogenic GHG emissions requires reducing fossil-fuel use. However, that relationship may no longer be as highly coupled in the future. There is an emerging understanding that CO2 capture and storage (CCS) technology offers a way of using fossil fuels while reducing CO2 emissions by 85% or more. While CCS is not the ‘silver bullet’ that in and of itself will solve the climate change problem, it is a powerful addition to the portfolio of technologies that will be needed to address climate change. The goal of this Commentary is to describe CCS technology in simple terms: how it might be used, how it might fit into longer term mitigation strategies, and finally, the policy issues that its emergence creates. All of these topics are discussed in much greater detail in the recently published Intergovernmental Panel on Climate Change (IPCC) Special Report on Carbon Dioxide Capture and Storage (SRCCS) (IPCC, 2005).  相似文献

Over 40 studies that analyse future GHG emissions allowances or reduction targets for different regions based on a wide range of effort-sharing approaches and long-term concentration stabilization levels are compared. This updates previous work undertaken for the Fourth Assessment Report of the Intergovernmental Panel on Climate Change. Regional reduction targets differ significantly for each effort-sharing approach. For example, in the Organisation for Economic Co-operation and Development (OECD) 1990 region, new proposals that emphasize the equity principles of responsibility, capability, and need, and those based on equal cumulative per capita emissions (carbon budgets), lead to relatively stringent emissions reduction targets. In order to reach a low concentration stabilization level of 450?ppm CO2e, the allowances under all effort sharing approaches in OECD1990 for 2030 would be approximately half of the emissions of 2010 with a large range, roughly two-thirds in the Economies in Transition (EIT), roughly at the 2010 emissions level or slightly below in Asia, slightly above the 2010 level in the Middle East and Africa and well below the 2010 level in Latin America. For 2050, allowances in OECD1990 and EIT would be a fraction of today's emissions, approximately half of 2010 emission levels in Asia, and possibly less than half of the 2010 level in Latin America.

Policy relevance

The concept of equity and the stringency of future national GHG reduction targets are at the heart of the current debate on the new international climate change agreement to be adopted in 2015. Policy insights gained from an analysis of over 40 studies, which have quantitatively analysed the proposed GHG reduction targets, are presented. It is found that the outcome of effort-sharing approaches is often largely determined by the way the equity principle is implemented and that the distributional impacts of such approaches can be significantly different depending on the criteria used, the stabilization level and shape of the global emissions pathway. However, the current literature only covers a small proportion of the possible allocation approaches. There should thus be an in-depth modelling comparison to ensure consistency and comparability of results and inform decision making regarding the reduction of GHG emissions.  相似文献

随着我国城市矿产开发的大力进行,其各方面的积极效益日益凸显。本文分析了我国城市矿产开发利用现状,并利用IPCC 提供的温室气体排放清单计算方法,对2011-2014 年我国废钢铁、废纸和废塑料的回收引起的CO2 和CH4 减排量进行统计分析。结果表明:2011-2014 年我国主要城市矿产开发的再生资源累计回收量为803.275 Mt,其中废钢铁、废纸和废塑料回收量最大,分别占2014 年回收总量的62.2%、18.0% 和8.2%;2011-2014 年废钢铁、废纸和废塑料回收引起的温室气体累计减排量分别为27.962 Mt CO2-eq,954.695 Mt CO2-eq 和22.502 Mt CO2-eq,合计 1005.159 Mt CO2-eq,温室气体减排效益明显。  相似文献

Ocean acidification and climate change are linked by their common driver: CO2. Climate change is the consequence of a range of GHG emissions, but ocean acidification on a global scale is caused solely by increased concentrations of atmospheric CO2. Reducing CO2 emissions is therefore the most effective way to mitigate ocean acidification. Acting to prevent further ocean acidification by reducing CO2 emissions will also provide simultaneous benefits by alleviating future climate change. Although it is possible that reducing CO2 emissions to a level low enough to address ocean acidification will simultaneously address climate change, the reverse is unfortunately not necessarily true. Despite the ocean's integral role in the climate system and the potentially wide-ranging impacts on marine life and humans, the problem of ocean acidification is largely absent from most policy discussions pertaining to CO2 emissions. The linkages between ocean acidification, climate change and the United Nations Framework Convention on Climate Change (UNFCCC) are identified and possible scenarios for developing common solutions to reduce and adapt to ocean acidification and climate change are offered. Areas where the UNFCCC is currently lacking capacity to effectively tackle rising ocean acidity are also highlighted.  相似文献

The IPCC Fourth Assessment Report, Working Group III, summarises in Box 13.7 the required emission reduction ranges in Annex I and non-Annex I countries as a group, to achieve greenhouse gas concentration stabilisation levels between 450 and 650 ppm CO2-eq. The box summarises the results of the IPCC authors’ analysis of the literature on the regional allocation of the emission reductions. The box states that Annex I countries as a group would need to reduce their emissions to below 1990 levels in 2020 by 25% to 40% for 450 ppm, 10% to 30% for 550 ppm and 0% to 25% for 650 ppm CO2-eq, even if emissions in developing countries deviate substantially from baseline for the low concentration target. In this paper, the IPCC authors of Box 13.7 provide background information and analyse whether new information, obtained after completion of the IPCC report, influences these ranges. The authors concluded that there is no argument for updating the ranges in Box 13.7. The allocation studies, which were published after the writing of the IPCC report, show reductions in line with the reduction ranges in the box. From the studies analysed, this paper specifies the “substantial deviation” or “deviation from baseline” in the box: emissions of non-Annex I countries as a group have to be below the baseline roughly between 15% to 30% for 450 ppm CO2-eq, 0% to 20% for 550 ppm CO2-eq and from 10% above to 10% below the baseline for 650 ppm CO2-eq, in 2020. These ranges apply to the whole group of non-Annex I countries and may differ substantially per country. The most important factor influencing these ranges above, for non-Annex I countries, and in the box, for Annex I countries, is new information on higher baseline emissions (e.g. that of Sheehan, Climatic Change, 2008, this issue). Other factors are the assumed global emission level in 2020 and assumptions on land-use change and forestry emissions.
