A unified probabilistic seismic hazard assessment (PSHA) for the Pyrenean region has been performed by an international team composed of experts from Spain and France during the Interreg IIIA ISARD project. It is motivated by incoherencies between the seismic hazard zonations of the design codes of France and Spain and by the need for input data to be used to define earthquake scenarios. A great effort was invested in the homogenisation of the input data. All existing seismic data are collected in a database and lead to a unified catalogue using a local magnitude scale. PSHA has been performed using logic trees combined with Monte Carlo simulations to account for both epistemic and aleatory uncertainties. As an alternative to hazard calculation based on seismic sources zone models, a zoneless method is also used to produce a hazard map less dependant on zone boundaries. Two seismogenic source models were defined to take into account the different interpretations existing among specialists. A new regional ground-motion prediction equation based on regional data has been proposed. It was used in combination with published ground-motion prediction equations derived using European and Mediterranean data. The application of this methodology leads to the definition of seismic hazard maps for 475- and 1,975-year return periods for spectral accelerations at periods of 0 (corresponding to peak ground acceleration), 0.1, 0.3, 0.6, 1 and 2 s. Median and percentiles 15% and 85% acceleration contour lines are represented. Finally, the seismic catalogue is used to produce a map of the maximum acceleration expected for comparison with the probabilistic hazard maps. The hazard maps are produced using a grid of 0.1°. The results obtained may be useful for civil protection and risk prevention purposes in France, Spain and Andorra.

Recent earthquakes such as the MJMA 7.2 Hyogo-ken Nambu earthquake and the M 7.4 Kocaeli earthquake demonstrate once again the need to include detailed soil investigation into hazard evaluation, that is the need of microzonation. Seismic hazard assessment evaluated at a regional scale generally does not consider soil effects but only in a limited way using an attenuation law that can be ‘soft soil’ or ‘rock’. However, the relevant role of seismic hazard in the assessment of seismic coefficients for the definition of the actions in seismic codes must be properly considered. That is to say, the level of protection of buildings is proportional to a definite level of hazard (generally considered to be the ground motion with 10% probability of exceedence in 50 years). When a microzonation is performed, this criterion cannot be ignored, therefore, a clear linkage must be established between hazard (regional scale) and microzonation. The crucial point is represented by the reference motion (or input motion) to be used for site effects analysis, that must be compatible with the regional seismic hazard. In this paper, three different approaches for reference motion evaluation are analysed: probabilistic; stochastic; and deterministic. Through the case history of Fabriano microzonation the three approaches are compared. It is shown that each approach presents advantages and disadvantages with respect to the others. For example, the probabilistic approach (the reference motion is directly derived from the expected response spectra for a given return period) is linked with hazard, but produces an overestimation in short periods range, while the deterministic approach correctly simulates the wave propagation, but it ends with a kind of conditional probability. Until now, clear criteria to choose the right approach do not appear to exist and the expert experience is of fundamental importance.

It might be thought that an empirical ground motion prediction model has only to describe the variations in the input data set as accurately as possible in order to be useful, with the proviso that the data set is reasonably extensive and well-selected. If the model is to be used in probabilistic seismic hazard assessment, however, the model will probably be subject to extrapolation beyond the parameter space within which it was constructed, especially for hazard at low annual probabilities. In this case, features of the model, especially its functional form, may turn out to have unexpected and undesirable implications. The end result can be conclusions about the hazard that are clearly not in accordance with commonsense. In this study, two test cases are used to examine the application of some recent ground motion models to probabilistic hazard studies. Problems are found that suggest that, although a ground motion model may be a correct representation of its data set, the effects of the functional form applied can be such that it becomes doubtful whether the model should be used for probabilistic hazard purposes.

A comparison of seismic risk maps for Italy
National seismic risk maps are an important risk mitigation tool as they can be used for the prioritization of regions within a country where retrofitting of the building stock or other risk mitigation measures should take place. The production of a seismic risk map involves the convolution of seismic hazard data, vulnerability predictions for the building stock and exposure data. The seismic risk maps produced in Italy over the past 10 years are compared in this paper with recent proposals for seismic risk maps based on state-of-the-art seismic hazard data and mechanics-based vulnerability assessment procedures. The aim of the paper is to open the discussion for the way in which future seismic risk maps could be produced, making use of the most up-to-date information in the fields of seismic hazard evaluation and vulnerability assessment.

This paper presents a methodological discussion of several issues involved with the development of maps of seismic hazard. The points made are illustrated with worked examples, using Scotland as an illustrative case. The issues treated are divided under three headings: matters relating to the difference between hazard maps and site studies; matters concerned with the technical issues of mapping, and matters relating to the use to which hazard maps will be put. It is concluded that a hazard map cannot be an all-purpose substitute for site-specific studies, owing to the impracticality of ensuring all-round conservatism in a hazard map, and the lower level of detail (more broad-brush approach) in a regional mapping study. Also, since users of a hazard map are not necessarily going to be engineers, consideration should be given to the provision of maps expressed in parameters other than physical measures of ground motion. Intensity is useful here, since it relates to actual earthquake experience and to damage. One can also move to making maps of generic seismic risk even before one has data on the distribution of exposure and vulnerability. Discussion is made of the issue of testing the validity of hazard maps against real experience, with examples. If a map can be shown to accord with real observations, then it can be treated with greater confidence by users.

An important component of probabilistic risk assessment methods is the development of models to quantify the direct consequences of damage to geo‐structural components for a given intensity of the hazard. This paper presents a general probabilistic framework for correlated repair cost and downtime estimation of geo‐structures exposed to seismic hazards. The framework uses as input the results of nonlinear time‐history analysis of geo‐structures for the set of earthquake records that are representative of the seismic hazard models for the region of interest. The repair cost and downtime are estimated for individual earthquakes probabilistically considering the uncertainties associated with damage states. In addition, the formulation of the repair cost and downtime accounts for the reduction in the repair requirements as the number of damaged components in the given damage state increases. An analytical linear and two bilinear regression models are proposed for conditional correlated seismic repair cost and downtime estimation of geo‐structures given the intensity measure. The proposed framework is demonstrated by developing seismic repair models of a typical pile‐supported wharf structure on the west coast of the United States. The presented framework is general and can be applied to other types of geo‐structures and hazards and can include other decision variables such as loss of life as well. Previous comparison studies on seismic isolation have demonstrated its beneficial and detrimental effects on the structural performance of high‐speed rail bridges during earthquakes. Striking a balance between these 2 competing effects requires proper tuning of the controlling design parameters in the design of the seismic isolation system. This results in a challenging problem for practical design in performance‐based engineering, particularly when the uncertainty in seismic loading needs to be explicitly accounted for. This problem can be tackled using a novel probabilistic performance‐based optimum seismic design (PPBOSD) framework, which has been previously proposed as an extension of the performance‐based earthquake engineering methodology. For this purpose, a parametric probabilistic demand hazard analysis is performed over a grid in the seismic isolator parameter space, using high‐throughput cloud‐computing resources, for a California high‐speed rail (CHSR) prototype bridge. The derived probabilistic structural demand hazard results conditional on a seismic hazard level and unconditional, i.e., accounting for all seismic hazard levels, are used to define 2 families of risk features, respectively. Various risk features are explored as functions of the key isolator parameters and are used to construct probabilistic objective and constraint functions in defining well‐posed optimization problems. These optimization problems are solved using a grid‐based, brute‐force approach as an application of the PPBOSD framework, seeking optimum seismic isolator parameters for the CHSR prototype bridge. This research shows the promising use of seismic isolation for CHSR bridges, as well as the potential of the versatile PPBOSD framework in solving probabilistic performance‐based real‐world design problems.

Seismic Hazard Assessment: Issues and Alternatives
Seismic hazard and risk are two very important concepts in engineering design and other policy considerations. Although seismic hazard and risk have often been used interchangeably, they are fundamentally different. Furthermore, seismic risk is more important in engineering design and other policy considerations. Seismic hazard assessment is an effort by earth scientists to quantify seismic hazard and its associated uncertainty in time and space and to provide seismic hazard estimates for seismic risk assessment and other applications. Although seismic hazard assessment is more a scientific issue, it deserves special attention because of its significant implication to society. Two approaches, probabilistic seismic hazard analysis (PSHA) and deterministic seismic hazard analysis (DSHA), are commonly used for seismic hazard assessment. Although PSHA has been proclaimed as the best approach for seismic hazard assessment, it is scientifically flawed (i.e., the physics and mathematics that PSHA is based on are not valid). Use of PSHA could lead to either unsafe or overly conservative engineering design or public policy, each of which has dire consequences to society. On the other hand, DSHA is a viable approach for seismic hazard assessment even though it has been labeled as unreliable. The biggest drawback of DSHA is that the temporal characteristics (i.e., earthquake frequency of occurrence and the associated uncertainty) are often neglected. An alternative, seismic hazard analysis (SHA), utilizes earthquake science and statistics directly and provides a seismic hazard estimate that can be readily used for seismic risk assessment and other applications.

Potential sources are simplified as point sources or linear sources in current probabilistic seismic hazard analysis (PSHA) methods. Focus size of large earthquakes is considerable, and fault rupture attitudes may have great influ-ence upon the seismic hazard of a site which is near the source. Under this circumstance, it is unreasonable to use the simplified potential source models in the PSHA, so a potential rupture surface model is proposed in this paper. Adopting this model, we analyze the seismic hazard near the Chelungpu fault that generated the Chi-Chi (Jiji) earthquake with magnitude 7.6 and the following conclusions are reached. 1 This model is reasonable on the base of focal mechanism, especially for sites near potential earthquakes with large magnitude; 2 The attitudes of poten-tial rupture surfaces have great influence on the results of probabilistic seismic hazard analysis and seismic zoning.

In the first part the paper outlines the current conceptions relevant to seismic risk for constructions in urban centres analysing seismic hazard, vulnerability and exposure. In the second part there are some details about the vulnerability assessment of ordinary buildings, and about the differences that arise when monumental or historical buildings are in question. Then the concept of seismic scenario is given (third part), so that the specific question of seismic vulnerability of historical centres may be treated (part four), presenting an appropriate methodology recently proposed by the author. Finally part five presents an introduction to the theme of risk mitigation for historical centres and monuments, a very difficult question, where the two aspects of preservation and seismic safety must be considered together.

Modern earthquake loss models make use of earthquake catalogs relevant to the seismic hazard assessment upon seismicity and seismotectonic analysis. The main objective of this paper is to investigate a recently compiled catalog (National Institute of Meteorology or INM catalog: 412-2011) and to generate seismic hazard maps through classical probabilistic seismic hazard assessment (PSHA) and smoothed-gridded seismicity models for Tunisia. It is now established with the local earthquake bulletin that the recent seismicity of Tunisia is sparse and moderate. Therefore, efforts must be undertaken to elaborate a robust hazard analysis for risk assessment and seismic design purposes. These recommendations follow the recently published reports by the World Bank that describe the seismic risk in Tunis City as being beyond a tolerable level with an MSK intensity level of VII. Some attempts were made during the past two decades to assess the seismic hazard for Tunisia and they have mostly failed to properly investigate the historical and instrumental seismicity catalog. This limitation also exists for the key aspect of epistemic and random uncertainties impact on the final seismic hazard assessment. This study also investigates new ground motion prediction equations suitable for use in Tunisia. The methodology applied herein uses, for the first time in PSHA of Tunisia, seismicity parameters integrated in logic tree framework to capture epistemic uncertainties through three different seismic source models. It also makes use of the recently released version of OpenQuake engine; an open-source tool for seismic hazard and risk assessment developed in the framework of the Global Earthquake Model.

Two key issues distinguish probabilistic seismic risk analysis of a lifeline or portfolio of structures from that of a single structure. Regional analysis must consider the correlation among lifeline components or structures in the portfolio, and the larger scope makes it much more computationally demanding. In this paper, we systematically identify and compare alternative methods for regional hazard analysis that can be used as the first part of a computationally efficient regional probabilistic seismic risk analysis that properly considers spatial correlation. Specifically, each method results in a set of probabilistic ground motion maps with associated hazard‐consistent annual occurrence probabilities that together represent the regional hazard. The methods are compared according to how replicable and computationally tractable they are and the extent to which the resulting maps are physically realistic, consistent with the regional hazard and regional spatial correlation, and few in number. On the basis of a conceptual comparison and an empirical comparison for Los Angeles, we recommend a combination of simulation and optimization approaches: (i) Monte Carlo simulation with importance sampling of the earthquake magnitudes to generate a set of probabilistic earthquake scenarios (defined by source and magnitude); (ii) the optimization‐based probabilistic scenario method, a mixed‐integer linear program, to reduce the size of that set; (iii) Monte Carlo simulation to generate a set of probabilistic ground motion maps, varying the number of maps sampled from each earthquake scenario so as to minimize the sampling variance; and (iv) the optimization‐based probabilistic scenario again to reduce the set of probabilistic ground motion maps.
