Marine legislation is becoming ever more complex, so new cost-effective ways of obtaining and processing increasingly large data sets are required to support evidence-based policy making. Citizen science is one solution, but the uptake of the evidence generated by citizens among policy makers is often limited. Here, the importance of citizen science in delivery of the evidence-base that underpins marine policy was assessed using a series of case-studies. There was no consistent rationale for developing policy-relevant citizen science, but drivers included: lack of existing data, difficulty in collecting data by other means, the use of citizen science data by other organisations, and the capabilities of volunteers. Challenges to the uptake of marine citizen science were identified from policy-maker, scientist and citizen perspectives, and these related to data quality, data access, motivation of volunteers, and physical location. Citizen science has good potential to contribute to the evidence-base alongside traditional monitoring, remote sensing, and modelling, but only if outputs from citizen science projects are judged individually on quality. If this is the case, citizen science has an important role in delivery and understanding of future marine policy, but is only one part of an integrated solution.  相似文献

In 2001, the National Oceanic and Atmospheric Administration (NOAA) and the Ministry of Maritime Affairs and Fisheries Integrated Coastal and Ocean Resources Scientific and Technical Arrangement was signed to pursue scientific and technical cooperation in integrated coastal and ocean resources management in the mutual interest of the participants. Over the last 6 years, the cooperation has been very beneficial, particularly for advancing marine science and management programs in Korea, such as Deep Sea Aquaculture, Sea Grant College Program, Marine Protected Areas, and Ocean Observations. The benefits to NOAA from the cooperation include Deep-ocean Assessment and Reporting of Tsunamis (DART) buoys, ocean and coastal observations, GEOSS program, and Global Program of Action. Also the cooperation has spillover effects on other ocean science and technological arrangement between US and Korea. This article reviews purpose, obstacles, and achievement of the cooperation and suggests recommendations for the future steps.  相似文献

Marine spatial planning (MSP) is becoming increasingly used in the sustainable management of marine and coastal ecosystems. However, limitations on time and resources often restrict the data available for MSP and limit public engagement and participation in the MSP process. While citizen science is being increasingly used to provide fine-scale environmental data across large terrestrial planning areas, there has been little uptake in MSP to date. This paper demonstrates how consistent citizen observations can be used to identify hotspots of good and poor environmental health across a MSP region, and where environmental health has improved or degraded in the past five years; information that is difficult to obtain by other means. The study demonstrates how citizen science provides valuable insight into environmental health across a MSP region, while fostering a supportive space for the public to contribute their own observations and participate in the planning process.  相似文献

The first data on the creation of the subsatellite polygon on the Black Sea shelf and continental slope in the Gelendzhik area (designed in order to permanently monitor the state of the aquatic environment and biota) and the plans for maintaining and developing this polygon are presented. The autonomous measuring systems of the polygon in the composition of bottom stations with acoustic Doppler current profilers (ADCP), Aqualog robotic profilers, and thermo-chains on moored buoy stations should make it possible to regularly obtain hydrophysical, hydrochemical, and bio-optical data with a high spatial-time resolution and transmit these data to the coastal center on a real-time basis. These field data should be used to study the characteristics and formation mechanisms of the marine environment and biota variability, as well as the water-exchange processes in the shelf-deep basin system, ocean-atmosphere coupling, and many other processes. These data are used to calibrate the satellite measurements and verify the water circulation numerical simulation. It is assumed to use these data in order to warn about the hazardous natural phenomena and control the marine environment state and its variation under the action of anthropogenic and natural factors, including climatic trends. It is planned to use the polygon subsatellite monitoring methods and equipment in other coastal areas, including other Black Sea sectors, in order to create a unified system for monitoring the Black Sea shelf-slope zone.  相似文献

Whilst volunteer monitoring has many benefits for both volunteers and professionals, volunteer data must be validated to understand the value and potential applications of information from volunteer monitoring programmes. Our study aimed to assess the concordance between volunteer and professional data, including state and trend assessments. We compared macroinvertebrate data collected by volunteers using a simplified identification protocol to data collected by professionals following standard national protocols for collection and identification. We found that volunteer and professional macroinvertebrate data expressed as summary indices of ecological health were significantly correlated. However, the coarser level of taxonomic identification in the volunteer dataset limited the use of taxon richness as a biodiversity measure. We also demonstrated that the ability of volunteer data to detect long-term trends in ecological health is comparable to professional data. Overall, stream monitoring data collected by volunteers provided an assessment of stream health that was concordant with assessments based on data collected by professionals, indicating that volunteer data could be used to support professional monitoring programmes.  相似文献

自2007年以来,南黄海海域连年发生大规模绿潮(green tides),至2018年已连续12年出现。大规模绿潮对南黄海西部沿海一线的景观、环境和养殖业造成了严重破坏,已经成为黄海海域一类常态化的生态灾害问题。每年夏季,苏、鲁沿海一线地方政府都要投入大量人力物力,对海滩上堆积的绿藻进行收集和处理。针对绿潮问题,我国政府组织相关学者,围绕绿潮起源、成因、危害、监测和防控进行了大量调查和研究工作。经过多年研究,在黄海绿潮原因种及其鉴定方法、黄海绿潮起源地与早期发展过程、影响黄海绿潮的关键因素等方面已经有了比较系统、深入的认识,确认了黄海绿潮的原因种为浒苔(Ulva prolifera),发现黄海绿潮主要起源于南黄海西部的苏北浅滩海域,基本阐明了浅滩区绿潮早期发展的关键过程。浒苔自身的生物学特性、苏北浅滩独特的海域环境特征,以及浅滩区的养殖活动是影响黄海绿潮形成的关键要素。但是,在绿潮原因种浒苔的最初来源、绿潮的生态效应,绿潮演变趋势以及绿潮防控对策等方面仍需进一步开展研究工作。为验证黄海绿潮成因方面的科学认识,对绿潮防控工作提供思路和技术保障,青岛海洋科学与技术国家实验室设立了鳌山科技创新计划项目"近海生态灾害发生机理与防控策略",将黄海绿潮作为一项重要生态灾害问题开展研究,旨在进一步阐明绿潮成因,为绿潮防控提供坚实的科学依据。  相似文献

微塑料在海洋环境中广泛分布并不断累积,对海洋生态产生严重影响,已引起世界各国学者、管理者、非政府组织等社会各界的高度关注.海洋微塑料污染研究是近10 a来才发展起来的新兴研究领域,但却发展迅猛,已成为国际研究的热点和前沿.我国海洋微塑料污染研究发展较晚,与国际同行相比还有较大差距,系统性的中文文献也相对较少.本研究在对海洋微塑料污染研究国内外进展进行总结和回顾的基础上,比较分析了我国海洋微塑料污染研究与世界同领域之间的差距,归纳提出海洋微塑料污染研究应从微塑料在海洋中的时空分布、微塑料理化特性以及微塑料的海洋生态效应等三大关键问题加强研究,并围绕这些关键问题在研究方法、技术手段、危害评估标准体系等方面不断规范和创新,以促进我国海洋微塑料污染研究的快速发展.  相似文献

The Marine Strategy Framework Directive (MSFD) is an important milestone for the preservation of the European marine environment. However, Member States can find its monitoring requirements challenging, particularly where it regards the definition and implementation of joint monitoring programmes between neighbouring countries. The challenges are even greater in the Mediterranean and the Black Sea, where many countries are not members of the European Union and where Regional Sea Conventions face greater difficulties in coordinating monitoring activities. This paper presents the results from two regional workshops, within the framework of IRIS-SES project, which aimed to inform policy- and decision-makers in the Eastern Mediterranean and the Black Sea on what key stakeholders, including scientists, academia and local authorities, consider the main gaps, needs and opportunities for the MSFD joint monitoring regarding eutrophication and contaminants. It shows that a bottom-up approach, guided by structured workshops, can be a successful means of enhancing cooperation.  相似文献

Marine pollution from plastic debris is a global problem causing negative impacts in the marine environment. Plastic marine debris as a contaminant is increasing, especially in Canada. While the impacts of macroplastics are well known in the literature, there are relatively few policy studies related to mitigating microplastic toxicity in the environment. Despite overwhelming evidence of the threat of plastic in the marine environment, there remains inadequate or limited policies to address their mitigation, particularly microplastic debris. Existing policies for waste management, marine debris monitoring and awareness campaigns were evaluated from other jurisdictions. Policies and recommendations were developed for the Canadian context. Recommendations include improved practices for: (1) law and waste management strategies; (2) education, outreach and awareness; (3) source identification; and (4) increased monitoring and further research.  相似文献

In recent times, the governance of the marine environment has evolved from being primarily top down and state directed to being more participatory and community based. This paper proposes that an extension of this trend would be the inculcation of a societal sense of marine citizenship to deliver the sustainable management and protection of the marine environment through enhanced individual involvement in policy development and implementation. The potential role of marine citizenship in UK marine governance was examined by surveying UK marine practitioner’s views on both the current and future role of marine citizenship. Observations from this study identified three key factors for discussion including conflicting opinions over the implementation of marine citizenship into policy; that marine-focused education and a sense of personal attachment are integral to the development of marine citizenship; and that as yet, the potential implications of an enhanced sense of marine citizenship are uncertain. This research highlights the recognition amongst marine practitioners that higher levels of citizen involvement in the management of the marine environment would greatly benefit the marine environment, with additional benefits possible through an increased sense of marine citizenship.  相似文献

As part of the Russian-Ukrainian program “The Black Sea as a Simulation Model of the Ocean,” the monitoring of the marine environment is considered using modern measuring systems. On the basis of historical and contemporary observation data, we estimate the spatial and temporal scales of dominant processes in the Black Sea. We describe the main measuring systems used to monitor the structure and variability of the hydrophysical fields. 全国海洋环境监测每年获得大量的生物多样性监测数据,其中生物种类名记录存在书写不规范、格式不统一、同物异名、学名和中文名缺失、拼写错误等情况,对数据的质量和使用产生很大影响.为了对这些分类数据进行质量控制,构建质控数据库.以2011、2012年全国海洋环境监测实测生物分类数据为原始分类数据,以《中国海洋物种多样性》、《海洋生物分类代码》、《中国海洋生物名录》中的物种数据为标准生物名称,采用计算机程序匹配与人工匹配相结合的方法,建立原始分类数据与标准生物名称的对应关系,完成匹配分类数据的标准化处理并入库,形成质控数据库.基于质控数据库,结合质量控制程序,使得需要进行质控的生物名数据与质控数据库中"实测中文名"或"实测学名"相匹配,返回质控数据库中的"标准中文名"、"标准学名"、"标准类群"的值以及"记录处理",并作为新增列插入到原数据中,从而实现对分类数据的一站式批量质控.基于质控数据库的生物名质控方法为生物分类数据的质量控制提供了一个简单、有效且易于推广的新方法.  相似文献

面向社会需求,建立覆盖南海及周边海域的高分辨率风-浪-流耦合同化数值预报与信息服务系统。系统包含耦合同化数值预报模式、海洋动力环境数据库与可视化平台两部分。其中,耦合同化数值预报模式由中尺度大气数值预报模式、海浪数值预报模式和区域海洋环流数值模式,在C-Coupler耦合器中进行耦合,引入集合调整Kalman滤波同化模块,在耦合预报前进行大气、海浪和海流的同化后报模拟,为耦合预报模式提供更为精确的初始场。预报结果经海洋动力环境数据库和可视化平台处理后,通过二维和三维可视化展示,向用户提供直观的南海及周边海域海洋环境预报产品。  相似文献

海洋地质调查是我国建设海洋强国的战略需求, 调查产生的数据具有重要的应用价值。随着计算机技术、数据库技术和网络技术的快速发展, 海洋地质调查数据的数字化管理、应用和共享已成为衡量我国海洋科技水平的重要标志。鉴于传统WebGIS应用交互性差, 扩展再利用性能弱的缺点, 文章以南海海洋地质调查数据库为基础, 采用基于Flex技术的应用开发接口(Flex API) 和ArcGIS Flex Viewer应用系统框架进行开发, 并定制自定义的微件(Widget)在应用框架的基础上进行功能扩充, 开发部署在网络环境下的“南海海洋地质调查数据共享服务平台”, 用户能快速、便捷地获取调查数据。文章实现了南海海洋地质调查基本信息的集中管理、展示与服务, 该平台能够较好地满足地勘科技人员与管理人员对海洋地质工作信息服务的需求。  相似文献

文章根据2016—2019年觉华岛周边海域生态环境监测结果,并结合期间大规模海洋开发活动,分析了觉华岛国家级海洋公园海域环境变化趋势。结果表明:2016—2019年,觉华岛周边海域水质要素监测结果均符合《海水水质标准》中的二类标准,沉积物要素监测结果均符合《海洋沉积物质量》中的一类标准。水质与沉积物大部分监测要素的平均含量年际变化呈先降低再上升的变化趋势,生物环境状况整体水平变化情况与水质和沉积物的变化趋势有良好的对应关系,说明海洋工程建设对觉华岛国家级海洋公园海域生态环境造成了一定的负面影响,但影响程度不大。  相似文献

The automatic system of operational forecasting of the Black Sea state which functions at the Marine Hydrophysical Institute is presented. Principles of the system construction are considered; the marine environment models used for forecasting, the data streams required for the system functioning, and tools for validating and visualizing the results of sea-state calculations are described.
