Foreign aid has arguably played a significant role in the economic development of the Pacific Island countries. Tonga is deemed to have succeeded in implementing the principles of the Paris Declaration of 2005, especially Ownership, Alignment and Harmonisation, by aid funding channelled through state institutions. Nevertheless, it is still unknown if the aid effect has reached civil society, and how community members perceive aid. This article examines the perceptions of community members towards foreign aid, using the case study of the archipelago of Vava'u, Tonga.  相似文献

In the chemical evolution of the Galaxy, Type II supernovae (SNe II)have contributed to the early metal enrichment and later Type Iasupernovae (SNe Ia) have contributed to the delayed enrichment of Fe.In principle, hypothetical pre-galactic population III objects couldcause the earliest heavy element enrichment. Here we present our twonew findings. 1) The peculiar abundance pattern among iron peakelements (Cr, Mn, Co, and Fe) in the very metal poor can be reproducedwith SN II nucleosynthesis yields without invoking the contributionfrom Pop III objects. 2) The observed chemical evolution in the solarneighborhood is well reproduced with the metallicity dependentoccurrence of SNe Ia, where SNe Ia do not occur if the iron abundanceof the progenitors is as low as [Fe/H] ≲ -1. We make theprediction that the cosmic SN Ia rate drops at z ∼ 1-2 because ofthe low-iron abundance, which can be observed with the Next GenerationSpace Telescope. We present calibration and validation results of the OCTS’s ocean color version-3 product, which mainly consists of the chlorophyll-a concentration (Chl-a) and the normalized water-leaving radiance (nLw). First, OCTS was calibrated for the inter-detector sensitivity difference, offset, and absolute sensitivity using external calibration source. It was also vicariously calibrated using in-situ measurements for water (Chl-a andnLw) and atmosphere (optical thickness), which were acquired synchronously with OCTS under cloud-free conditions. Second, the product was validated using selected 17 in-situ Chl-a and 11 in-situnLw measurements. We confirmed that Chl-a was estimated with an accuracy of 68% for Chl-a less than 2 mg/m3, andnLw from 94% (band 2) to 128% (band 4). Geometric accuracy was improved to 1.3 km. Stripes were significantly reduced by modifying the detector normalization factor as a function of input radiance.  相似文献

We have developed a rapid and accurate method for the determination of Mo, Sb and W in geological samples using isotope dilution inductively coupled plasma-mass spectrometry with a flow injection system (ID-FI-ICP-MS). The chemical procedure requires HF digestion of the sample with a Mo-Sb-W mixed spike, subsequent evaporation and dissolution of Mo, Sb and W from Mg and Ca fluorides with HF. Recovery yields of Mo, Sb and W in the extraction were > 94% for samples of peridotite, basalt and andesite composition, with the exception of W in samples of peridotite composition for which recovery was 81%. No matrix effects were observed in the determination of the isotope ratios of Mo, Sb and W in solutions prepared from peridotite, basalt and andesite samples down to a dilution factor of 100. Detection limits of Mo, Sb and W in silicate materials were at the several ng g−1 level. Analysis of the silicate reference materials PCC-1, DTS-1, BCR-1, BHVO-1, AGV-1 from the US Geological Survey and JP-1, JB-1, -2, -3, JA-1, -2, and -3 from the Geological Survey of Japan as well as the Smithsonian reference Allende powder yielded reliable Mo, Sb and W concentrations. The repeatability in the analysis of basalts and andesites was < 9%. This technique requires only 0.2 ml sample solution, and is therefore suitable for analyzing small and/or precious samples such as meteorites, mantle peridotites and their mineral separates.  相似文献

We have developed a rapid and accurate method to determine Zr, Nb, Hf and Ta (denoted as HFSE) in geological samples by inductively coupled plasma-mass spectrometry fitted with a flow injection system (FI-ICP-MS). The method involves sample decomposition by HF followed by HF dissolution of HFSE coprecipitated with insoluble M and Ca fluoride residues formed during the initial HF attack. This HF solution was directly nebulized into an ICP mass spectrometer. An external calibration curve method and an isotope dilution method (ID) were applied for the determination of Nb and Ta, and of Zr and Hf, respectively. Recovery yields of HFSE were > 96% for peridotite, basalt and andesite compositions, apart from Zr and Hf for peridotite (> 85%). No matrix effects for either signal intensities of HFSE or isotope ratios of Zr and Hf were observed in basalt, andesite and peridotite solutions down to a dilution factor of 100. Detection limits in silicate rocks were 40, 2, 1 and 0.1 ng g-1 for Zr, Nb, Hf and Ta, respectively. This technique required only 0.1 ml of sample solution, and thus is suitable for analysing small and/or precious samples such as meteorites, mantle peridotites and their mineral separates. We also present newly determined data for the Zr, Nb, Hf and Ta concentrations in USGS silicate reference materials DTS-1, PCC-1, BCR-1, BHVO-1 and AGV-1, GSJ reference materials JB-1, -2, -3, JA-1, -2 and -3, and the Smithsonian reference Allende powder.  相似文献

Data from Equator-S and Geotail are used to study the dynamics of the plasma sheet observed during a substorm with multiple intensifications on 25 April 1998, when both spacecraft were located in the early morning sector (03–04 MLT) at a radial distance of 10–11 RE. In association with the onset of a poleward expansion of the aurora and the westward electrojet in the premidnight and midnight sector, both satellites in the morning sector observed plasma sheet thinning and changes toward a more tail-like field configuration. During the subsequent poleward expansion in a wider local time sector (20−04 MLT), on the other hand, the magnetic field configuration at both satellites changed into a more dipolar configuration and both satellites encountered again the hot plasma sheet. High-speed plasma flows with velocities of up to 600 km/s and lasting 2–5 min were observed in the plasma sheet and near its boundary during this plasma sheet expansion. These high-speed flows included significant dawn-dusk flows and had a shear structure. They may have been produced by an induced electric field at the local dipolarization region and/or by an enhanced pressure gradient associated with the injection in the midnight plasma sheet.  相似文献

In the Cleaverville area of Western Australia, the Regal, Dixon Island, and Cleaverville Formations preserve a Mesoarchean lower‐greenschist‐facies volcano‐sedimentary succession in the coastal Pilbara Terrane. These formations are distributed in a rhomboidal‐shaped area and are unconformably overlain by two narrowly distributed shallow‐marine sedimentary sequences: the Sixty‐Six Hill and Forty‐Four Hill Members of the Lizard Hills Formation. The former member is preserved within the core of the Cleaverville Syncline and the latter formed along the northeast‐trending Eighty‐Seven Fault. Based on the metamorphic grade and structures, two deformation events are recognized: D1 resulted in folding caused by a collisional event, and D2 resulted in regional sinistral strike‐slip deformation. A previous study reported that the Cleaverville Formation was deposited at 3020 Ma, after the Prinsep Orogeny (3070–3050 Ma). Our SHRIMP U–Pb zircon ages show that: (i) graded volcaniclastic–felsic tuff within the black shale sequence below the banded iron formation in the Cleaverville Formation yields an age of (3 114 ±14) Ma; (ii) the youngest zircons in sandstones of the Sixty‐Six Hill Member, which unconformably overlies pillow basalt of the Regal Formation, yield ages of 3090–3060 Ma; and (iii) zircons in sandstones of the Forty‐Four Hill Member show two age peaks at 3270 Ma and 3020 Ma. In this way, the Cleaverville Formation was deposited at 3114–3060 Ma and was deformed at 3070–3050 Ma (D1). Depositional age of the Cleaverville Formation is at least 40–90 Myr older than that proposed in previous studies and pre‐dates the Prinsep Orogeny (3070–3050 Ma). After 3020 Ma, D2 resulted in the formation of a regional strike‐slip pull‐apart basin in the Cleaverville area. The lower‐greenschist‐facies volcano‐sedimentary rocks are distributed only within this basin structure. This strike‐slip deformation was synchronous with crustal‐scale sinistral shear deformation (3000–2930 Ma) in the Pilbara region.  相似文献

Hysteretic dampers are used to dissipate earthquake‐induced energy in base‐isolated structures by acquiring inelastic deformations, rendering their hysteretic behavior of vital importance. The present paper focuses on investigating the behavior of U‐shaped steel dampers under bidirectional loading; this is significantly different from their corresponding uniaxial behavior. Two main sets of loading tests on full‐scale specimens are conducted in this regard: (i) quasi‐static tests with simple histories and (ii) dynamic tests with realistic loading histories. Based on the results obtained in the quasi‐static tests, an interaction curve that accounts for the reduction of the cyclic deformation capacity is proposed. However, the fidelity of this relation must be assessed under loading conditions similar to those of a seismically isolated structure subjected to an earthquake, which represents the goal of the second set of tests. The results of the dynamic tests validate the proposed interaction curve for estimating the deformation capacity of U‐shaped steel dampers under bidirectional loading. Finite element analysis is carried out for a building frame supported by laminated rubber bearings to simultaneously investigate global displacement and local stress responses under seismic excitation. The frame members and the rubber bearings are discretized into hexahedral solid elements with more than 3 million degrees of freedom. The material property of rubber is represented by the Ogden model, and the frame is assumed to remain in elastic range. It is shown that the time histories of non‐uniform stress distribution and rocking behavior of the rubber bearings under a frame subjected to seismic excitation can be successfully evaluated, and detailed responses of base and frame can be evaluated through large‐scale finite element analysis.
