The movement toward catch shares by NOAA Fisheries and fisheries managers worldwide responds to dysfunctional fisheries plagued by a host of interrelated problems including radically shortened seasons, a race to fish, supply gluts, lowered product quality, increased bycatch, safety issues, excess capacity, and lack of profitability. However, the NOAA Catch Shares Policy recognizes that catch shares are not appropriate for every fishery, and others have agreed that the success of catch shares programs depends on their fit with ecological, economic, and social characteristics. This article describes the characteristics of the Hawaii-based deep-set longline fleet, identified by NOAA Fisheries as a possible candidate for catch shares because it operates under a bigeye tuna quota instituted by the Western and Central Pacific Fisheries Commission. One of the main concerns in the fishery is the potential for closing during the holiday season, a culturally important time for fish consumption in Hawaii. An evaluation of the fishery suggests that many of the problems leading to development of catch shares programs in other fisheries are not present, but that some warning signs exist which could be addressed by catch share programs or other management alternatives.  相似文献

Individuals with high discount rates are likely not partial to conservation because they are unwilling to sacrifice short term benefits for potentially higher gains in the future. Many reef fisheries worldwide are open access, and fishers under open access systems are theorized to discount the future at an infinite rate. In contrast, fishers in a customary managed fishery can be expected to be more long term oriented, and thus possibly have lower discount rates. The present study tests this hypothesis by eliciting the discount rates of fishers in an open access small-scale reef fishery, and compares these rates to those of fishers in a customary managed reef fishery. Results indicate that fishers in both open access and traditionally managed reef fisheries have high annual discount rates that are on average over 200%. Contrary to expectations, fishers under an open access system are not associated with higher discount rates compared to customary management. It also appears that a larger proportion of open access fishers are more long-term oriented than those in the customary managed fishery, which is encouraging for the future conservation and sustainability of open access fisheries resources.  相似文献

Managing small-scale fisheries in a developing country like the Philippines is very challenging because of high pressures from expanding fishing population, poverty and lack of alternative options. Thus, resource-focused fisheries management initiatives such as marine protected area (MPA) establishment will likely result in further marginalization of the poor fishers which could pose more serious problems in coastal communities. In this study, the status of small-scale fisheries in 44 coastal towns in the Philippines was assessed using FISHDA (Fishing Industries' Support in Handling Decisions Application), a simple decision support tool which requires minimal or easily-generated data. Results showed that 68% (30 out of 44) of the studied towns have unsustainable fisheries unless 58% of their fishing grounds are protected from all fishing activities. Alternatively, 53% of the active fishers in towns with unsustainable fisheries must totally stop fishing to avert fishery collapse. Alarming as it may sound, this is still an underestimate as catches incurred by the highly efficient and destructive illegal fishing activities such as blast, poison and large-scale fishing, which are reported to be still rampant in many coastal areas in the Philippines, were not accounted for in this study. This study demonstrated that MPAs alone may not be enough to avert fishery collapse even if MPA size is increased from the current 3% to 15% of the municipal waters, i.e. up to 15 km from the shore, as required by the Philippine law. Various challenges confronting the fishery and important recommendations to address them are further discussed.  相似文献

Catch-quota balancing in multispecies individual fishing quotas   总被引:2,自引:1,他引:2  
Individual fishery quotas (IFQs) are an increasingly prevalent form of fishery management around the world, with more than 170 species currently managed with IFQs. Yet, because of the difficulties in matching quota holdings with catches, many argue that IFQs are not appropriate for multispecies fisheries. Using on-the-ground-experience with multispecies IFQ fisheries in Iceland, New Zealand, Australia, and Canada, we assess the design and use of catch-quota balancing mechanisms. Our methodology includes a mix of interviews with fishery managers, industry representatives, and brokers, literature review, and data analysis. We find that a combination of incentives and limits on use rates for the mechanisms provide sufficient flexibility to the quota owner without the fishery manager incurring excessive levels of overexploitation risk. Contrary to some opinions, these programs are evidence that it is possible to implement IFQ programs for multispecies fisheries and that they can be profitable and sustainable.  相似文献

Emerging fisheries and changes in fishery practices are not always readily apparent, nor are their impacts on non-target species such as seabirds, sea turtles, and marine mammals. Data from several different sources led managers to discover high rates of sea turtle bycatch in an inshore large-mesh gillnet fishery in North Carolina, USA, particularly the emerging deep-water gillnet fishery. This paper reviews the history of how increased numbers of observed stranded sea turtles in 1999 led to the discovery that turtles were becoming entangled in the large-mesh gillnet fishery in Pamlico Sound, North Carolina. It also demonstrates how a variety of data sets from fisheries observers, aerial surveys, and fisheries statistics programs contributed to shaping management of the large-mesh gillnet fishery in Pamlico Sound to decrease turtle bycatch and now point towards the need of additional assessment of gillnet bycatch in other parts of North Carolina. Finally, potential approaches are discussed for a more timely detection of future fishery conflicts and development of a plan to reduce otherwise inevitable bycatch and disruptions to fishing effort.  相似文献

Managing overcapacity in small-scale fisheries in Southeast Asia   总被引:3,自引:0,他引:3  
It is now almost universally accepted that most of the nearshore fisheries in Southeast Asia are overfished. It is also accepted that overcapacity is one of the leading causes of this overfishing. The problem of addressing overcapacity in small-scale fisheries in Southeast Asia is much more complex than that of reducing overcapacity in industrial fleets. In order to manage capacity, managers need to measure and understand how much capacity currently exists in the fishery and what is the desirable level of capacity that best meets the set of management objectives. The only feasible solution to overcapacity may be based on a coordinated and integrated approach involving a mixed strategy of resource management, resource restoration and conservation, livelihoods and economic and community development, and restructured governance arrangements. The reduction of overcapacity implies an increased focus on people-related solutions and on communities.  相似文献

It has been suggested that the fisheries management process with multiple, informed stakeholders and socio-economic, political, and scientific complexity can be considered a governance network. This exploratory study applied communication network analysis (CNA) measures and methods to assess two cases of US federal fishery management in the Northwest Atlantic—Atlantic herring and sea scallop. Through questionnaires and interviews, CNA maps were constructed and quantitative measures of network structure and function (density, weighted average path length) and centrality measures for individual network members (degree, betweenness) were derived using InFlow software. The results show that fishery governance networks are horizontally and vertically integrated across levels of government and public–private–nonprofit sectors. The findings validated existing understanding of fisheries management as a contested, competitive management context among stakeholders, and provided new insights about the effectiveness of information sharing across the network and the critical role of bridgers connecting disparate subgroups. Fisheries management can be conceptualized and analyzed as governance networks, and the paper discusses additional research questions, refinements needed for application of the research methods, and ramifications for managers (e.g., can resource managers manage networks).  相似文献

A proper understanding of the management status of small-scale subsistence and artisanal fisheries requires not only detailed sociocultural study, but comprehensive analysis of the state of the fished population(s), using rigorous stock assessment and other fisheries biology tools. In this article I describe several approaches taken to assess the artisanal trochus fishery at West Nggela. This includes stock density and other data, that demonstrate many reefs are overfished. I discuss the social and economic factors influencing the performance of the fishery. The importance of an understanding of property tenure is dealt with in some detail. An analysis of the various categories of fishers’ ecological knowledge about trochus is also presented, and discussed with respect to the categories of biological and ecological information considered by most fisheries biologists as essential to the assessment and management of a fishery.  相似文献

Fisheries is not the only discipline where models have been used in attempts to fine tune an aspect of the economy. Such fine-tuning can prove ineffective because of the uncertainties in the scientific underpinnings of the models and because of the omission of critical elements. In fisheries, the biological goal is to set allowable catches so that the harvest is not so large that it endangers the future health of the fish stock while it is not so low as to waste food, while the economic goal is to maximize the net economic rent generated by the fishery. It has long been recognized that the science underlying the setting of the total allowable catch is often too uncertain to justify such fine tuning, and that attempts to achieve that delicate balance has helped lead to crises in fisheries. One solution is to abandon such marginalism in favor of seriously reducing current catches.  相似文献

This paper compares the management of recreational fisheries for pink snapper (Pagrus auratus) in the inner gulfs of Shark Bay (Australia) and the closely related red sea bream (Pagrus major) in Sagami Bay (Japan). Fishing and other factors have resulted in population declines of these species in both regions. In response, fishery managers have employed contrasting management, more conventional catch controls in Shark Bay and stock enhancement in Sagami Bay. Although recreational harvest levels were higher than commercial levels in both fisheries, the driving mechanisms are comparatively different due to historical, social, economic and political issues in the respective locations.  相似文献

Fleet communication systems report near real-time observations of bycatch hotspots to enable a fishery to operate as a coordinated “One Fleet” to substantially reduce fleet-wide capture of protected bycatch species. This benefits the bycatch species per se, reduces waste, and can provide economic benefits to industry by reducing risk of exceeding bycatch thresholds and causing future declines in target species catch levels. We describe case studies of fleet communication programs of the US North Atlantic longline swordfish fishery, US North Pacific and Alaska trawl fisheries, and US Alaska demersal longline fisheries, and identify alternative fleet communication program designs to reduce fisheries bycatch. Evidence supports the inference that these three fleet communication programs substantially reduced fisheries bycatch and provided economic benefits that greatly outweighed operational costs. Fleet communication may be appropriate in fisheries where there are strong economic incentives to reduce bycatch, interactions with bycatch species are rare events, adequate onboard observer coverage exists, and for large fleets, vessels are represented by a fishery association.  相似文献

The North Atlantic Ocean has numerous global, regional, and sub-regional instruments for fisheries management. Research for this paper has examined North Atlantic State levels of compliance with these instruments. The study reveals there to be moderate levels of overall compliance, and a latitudinal gradient of compliance with Northern States scoring higher than those in the south. Of particular significance for other global regions, and the future development of international fisheries law, are the findings that: few regional fishery bodies have a systematic program in place to monitor and assess compliance; and despite overall moderate levels of compliance with the conservation and management regimes, most fishery stocks are either overexploited or at risk or collapse.  相似文献

The use of self-governance as a fisheries management tool is increasing in New Zealand and elsewhere. Researchers argue that in theory self-governance can lead to improved outcomes, but evaluating actual benefits is difficult because of the need to distinguish self-governance impacts from other influences on fisheries performance. An indicator system was developed in this paper to evaluate the contribution of selfgovernance to the performance of the Bluff Oyster fishery (OYU5), which is also managed under New Zealand's Quota Management System. There is evidence that self-governance makes a positive contribution to economic efficiency, institutional effectiveness and resource preservation in the Bluff Oyster fishery.  相似文献

Integrative approaches that involve natural and social scientists are needed to manage fisheries, but these are difficult to achieve. The process of developing a prototype, knowledge-based, electronic decision support tool for the South African sardine Sardinops sagax fishery provided a platform for fostering collaboration and achieving active participation of many stakeholders. The aim of the decision support tool is to assist managers in evaluating how effectively an ecosystem approach to fisheries (EAF) has been implemented for this fishery. The collaborative process involved a series of meetings during which knowledge was elicited from fisheries scientists, social scientists, resource managers and fishing industry representatives. Conceptualisations of the different stakeholder perspectives were developed in terms of objectives and indicators following the hierarchical tree approach recommended by FAO. This paper describes the collaborative process. Hierarchies of objectives, indicators and data sets for the human dimension of an EAF in the South African sardine fishery are introduced. The value of a transdisciplinary approach towards an EAF in South Africa is discussed.  相似文献

The fishing industry has been facing problems related to catch yields, predatory competition and economic collapse. Management should be based on substantial scientific studies and the state's ability to implement these. In Brazil, the surface longline fishery has been in existence since the 1950s, and remains of great economic importance. This study analyzes 179 legal instruments (1934–2014), divided into restrictive, administrative and promotional, comparing with catches landed (1996–2011). The results show that there was a complete disrespect for the regulations, wherein fleets continued landing prohibited or size limited species, such as Kajikia albida, Makaira nigricans, Alopias superciliosus, A. vulpinus, Carcharhinus longimanus, Galeorhinus galeus and Xiphias gladius. Furthermore, divergent regulatory provisions have hindered understanding/implementation of regulations by all those involved. Being a country of continental proportions and with different longline fisheries along the coast, conducting scientific studies and the development of normative approaches becomes a huge challenge. In a dynamic activity such as fishing, the constant review of these regulations will allow fisheries management to become more accurate and in accordance with the aspirations of the different interests involved. Despite the surface longline fishery having operated for 60 years in Brazil, the existence of incongruous laws makes the management and control of this activity incompatible with the conservation of species. The lack of regulations governing this fishery creates a "gap", increasing the risk of extinction of species (target and bycatch) and the future collapse of this activity.  相似文献

The cod stocks in the Baltic Sea are important not only for fisheries but for the entire ecosystem utilized by numerous stakeholders around the coast. All such activities have economic values. In this note the economics of the Swedish Baltic Sea cod fishery is estimated in relation to the sector's interaction with other users of the Baltic Sea ecosystem. The results show a negative resource rent for the fishery, € −5 million without public expenses (subsidies and administrative costs), and € −13 million including public expenses. The interactions between the fisheries and tourism, seal population, carbon dioxide emissions, recreational fishing, and discards are discussed, and when monetary estimates are available these are related to the estimated resource rent.  相似文献
