文章从系统工程学角度,基于R&D机构数、R&D人员数、R&D经费投入总额、GDP和科研专利授权量等数据,构建AHP-OVP模型,对粤港澳大湾区海洋科技产业合作潜力进行评价。结果发现:粤港澳大湾区海洋科技合作潜力层次分明,具有“两头小,中间大”的特点,香港与湾区内任一城市合作都能实现很好的契合度,是大湾区城市群海洋科技发展增长极,广州和深圳科研基础较为优越,应在增强自身海洋科技能力的同时帮助周边城市融入粤港澳大湾区海洋科技合作网络。促进大湾区海洋科技产业合作,应建立“核心 外围”式区域产业布局,发挥政府对海洋科技产业链培育的良性引导作用,完善以海洋技术咨询、海洋技术交易、风险资本市场、人才和信息沟通等为主要内容的大湾区城市群服务网络。  相似文献

2013年我国首次向全世界提出人类命运共同体理念,在全球范围内积极倡导人类命运共同体的构建。东北亚共同体是人类命运共同体的组成部分,是中国打造周边命运共同体的重要助力,同时为辽宁海洋经济的发展带来了机遇和挑战。文章通过分析辽宁海洋经济发展现状,梳理辽宁海洋经济发展的相关法律和政策,发现辽宁海洋经济要实现高质量发展还存在海洋经济供给侧结构性改革、海洋环境综合治理、海洋经济协同发展合作等方面的法律和政策缺失,应当加强海洋经济供给侧结构性改革的立法和政策保障,加快海洋经济协同发展合作和海洋环境综合治理的区域性法律与政策的制定,促进东北亚海洋经济协同发展,共同打造东北亚命运共同体。  相似文献

粤港澳三地为共同应对跨境污染等环境问题开始携手,经过多年的交流深化,已形成总体规划引领,合作框架协议约束,联席会议与粤港、粤澳环保合作小组及其下设的专题小组相结合的海洋环境协同共治平台。目前,粤港澳大湾区仍面临海域水质不断恶化、湿地生态功能退化、海洋生物资源衰退等严峻的生态问题。通过系统梳理,借鉴国际三大湾区先进经验,提出健全大湾区海洋生态环境协同治理法制体系、完善协同共治平台、统筹规划海洋生态环境保护、健全公众参与制度等策略,完善大湾区海洋生态环境协同共治机制。  相似文献

为加快我国深海事业的发展,促进全球海洋命运共同体的构建,文章基于海洋命运共同体理念,分析深海战略新疆域的内涵、地位及其与海洋命运共同体的关系,并提出发展建议。研究结果表明:深海是保障经济社会可持续发展的潜在战略基地和全人类共有的资源宝库,是开展科技创新和推动科技进步的新场所,是保障国家安全和维护国际海洋秩序的重要领域,是深度参与全球治理和构建海洋命运共同体的新领域;我国应充分履行勘探合同承包者的义务、持续开展深海科技创新、加强深海支撑保障能力建设和系统开展深海战略问题研究。  相似文献

文章结合国家有关海洋生态文明建设的要求和澳门海域实际情况,分析海域对于澳门经济社会发展的重要意义,明确“十四五”时期海洋生态环境保护的应对策略,包括:强化海洋空间管控,构建绿色发展格局;开展岸线整治修复,实施生态恢复工程;维护滨海湿地功能,推动海湾综合治理;建设旅游基础设施,发展海洋旅游市场;实施污染联防联控,有效推动公众参与。同时,结合澳门实际情况,提出中长期海洋生态环境保护策略,助力澳门在新时代“粤港澳大湾区”和“一带一路”建设中发挥更大作用。  相似文献

近年来我国海洋牧场建设进入快速发展阶段,海洋牧场建设已从近岸浅海开始向深远海推进,然而如何在深远海的海洋边界线以及毗邻区域开展海洋牧场建设是摆在渔业工作者和管理者面前的重要问题,同时如何在海洋命运共同体理念指引下,在经济全球化及“一带一路”的大环境下发挥海洋牧场的生态优化、资源养护的功能优势,促进全球海洋渔业资源的恢复与可持续利用,从而为全球海洋经济发展做出贡献,也是值得我们深思的问题。在此背景下,如何加强各国在海洋牧场建设方面的合作是关系着全球海洋经济的重要问题。文章分别从未来国际化海洋牧场的建设内容及发展途径两个方面进行了展望,并分析了在此背景下的发展策略,以期为未来的以国际化海洋牧场为载体的国际间渔业合作提供一条适合的发展道路,实现国际渔业合作不断深入与发展。  相似文献

The onset of a three-dimensional jet flow in a stratified fluid is studied with the aid of a direct numerical simulation. An initially cylindrical jet with a Gaussian velocity profile is considered in a fluid with stable linear density stratification. The results indicate that, if an initial small perturbation of the velocity field has a wide spectrum, an exponential growth of the isolated quasi-two-dimensional mode occurs and its spectral maximum is shifted toward smaller wave numbers in comparison with the maximum of the helical mode of the instability of a nonstratified jet. The growth rate is proportional to Ri0.5, where Ri is the global Richardson number. The onset of the instability leads to the formation of the flow’s vortex structure, which consists of a collection of different-polarity quasi-two-dimensional vortices located in a horizontal plane near the longitudinal axis of the jet. At sufficiently long times (Nt > 100, where N is the buoyancy frequency and t is time), the growth of instability reaches the saturation stage and further fluctuations in velocity and density decay under the effect of viscous diffusion. At this stage, the flow becomes self-similar and the time dependences of the transverse and vertical widths of the jet are consistent with the asymptotic behaviors of integral parameters of the flow that are observed experimentally in the far stratified wake. The results suggest that the onset of the instability of a quasitwo-dimensional mode can play the determining role in the dynamics of flow in the far stratified wake.  相似文献

A detailed knowledge of the wave-induced seabed instability is particularly important for engineers involved in the design procedure of many marine structures and offshore installations. In this paper, the basic aspects of such instability will be examined. The current understanding of the mechanism of the wave–seabed interaction phenomenon and available approaches will be reviewed. Based on the framework of simplified analysis, the potential for such instability will be formulated that will help engineers to identify potential unstable sediments in the vicinity of a marine structure.  相似文献

The motion of an intensive cyclonic eddy on a β-plane in the presence of a zonal non-uniform flow is studied numerically in the, framework of an equivalent-barotropic quasi-geostrophic model. The main aspects influencing the cyclone motion, namely, the velocity of the surrounding flow and the gradient of potential vorticity gradient, are analysed. In the framework of the linear theory for long waves, the paper studies internal waves generated by a semi-diurnal barotropic tide impinging on a bottom ridge at an arbitrary angle. The ocean is assumed to be double-layered. In the vicinity of the ridge, whose height is continuously changing, geostrophic flows occurring due to the inclination of the free surface and interface are considered. The dependencies of the generated wave's amplitudes on the angle of incidence of the tide and on the magnitude and direction of the geostrophic current velocity are determined, allowing a conclusion that the current contributes to the generation of internal waves. The unsteady, two-dimensional Navier–Stokes equations and the exact free surface boundary conditions were solved to study the interaction of a solitary wave and a submerged dike. A piston-type wavemaker was set up in the computational domain to produce the incident solitary waves. The incident wave and the associated boundary layer flow in a wave tank with a flat bed were compared with the analytical solutions to verify the accuracy of this numerical scheme. Effects of the incident wave height and the size of the dike on the wave transformation, the flow fields, and the drag forces on the dike were discussed. Our numerical results showed that even though the induced local shear stress on the top surface of the dike is large at some particular locations, the resultant pressure drag is much larger than the friction drag. The primary vortex generated at the lee side of the dike and the secondary vortex at the right toe of the dike may scour the bottom and cause a severe problem for the dike.  相似文献

A one-dimensional (1D) integral dynamico-stochastic model of the upper ocean with a non-linear assimilation algorithm is considered. The accuracy of computing the characteristics of the upper layer depends essentially on the values of the empirical coefficients. A numerical experiment was carried out which verified the efficiency of the model's adaptive mechanism operation when different values of the empirical coefficients and their variances were preset. 基于最高导数为3阶的单层Boussinesq方程,建立了聚焦波的时域波浪计算模型。数值模型求解采用了预报?校正的有限差分法。对于时间差分格式,预报和校正分别采用3阶Adams-Bashforth格式和4阶Adams-Moulton格式。首先,针对不同水深条件下水槽中传播的强非线性波进行模拟,并将数值结果与流函数的数值解析解进行了比较,结果表明无论是波面位移、波面处的水平速度和垂向速度均与解析解符合较好,最大波峰面的速度分布伴随水深的增加与解析解吻合程度变差,非线性速度分布的适用范围与线性解析解适应范围kh<3.5基本一致。其次,对深水聚焦波演化进行了模拟研究,研究中聚焦波的生成采用在边界点累加不同频率线性规则波的方法。应用聚焦波物理模型实验结果验证模型,计算聚焦位置处的波面位移和沿水深的速度分布与实验结果的对比表明,波面位移吻合程度较好,垂向的水平速度分布基本吻合。最后,保持中心频率(周期)不变,数值模拟了周期范围变化下最大聚焦波峰面以及波峰面水平速度的变化趋势,结果表明波峰面值和波峰面水平速度随着周期范围缩小而增大。  相似文献

The topographic effect of a meridional marine ridge on the spin-down of a cyclonic eddy is discussed by use of a two layer model. It is shown that cyclonic eddies on the eastern side of a marine ridge decay in a shorter time in comparison with those on the western side. The fast decay on the eastern side is mainly due to the planetary effect, which carries the eddy westward to a shallower region on the ridge, where remarkable frictional spin-down is carried out. Conversely, westward shift of the similar cyclonic eddy yields a weak bottom effect in the western side. It is inferred that the resulting remarkable spin-down on the eastern side of a marine ridge is one of the causes of the observed fast decay of the cyclonic cold water mass accompanied by the large meander of the Kuroshio on the eastern side of the Izu Ridge south of Japan.  相似文献

This paper deals with obtaining the governing equations of rolling motion of a ship with a flooded compartment. The equations of motion are obtained through the variational formulation in the form of Hamilton-Ostrogradskii equation by taking the ship, the fluid in the flooded compartment and the sea as a single mechanical system. Since no specification concerning ships or flooded compartments has been made, the obtained equations are applicable to any sea-going vessel. As an application, the equation of rolling motion of a ship with a prismatic flooded compartment is obtained by choosing a suitable velocity potential for the fluid motion in the compartment.  相似文献
